and newer vehicles, and Two Speed Idle (TSI) for 1995 and older
vehicles, testing will begin in Travis & Williamson counties at the request
of local governments through an Early Action Compact (EAC) with state
and federal environmental agencies.  

In our region, vehicles are the main source of harmful emissions that
cause lung-damaging ozone pollution.  Unless we act now, we may
violate federal clean air standards and put our health at greater risk.  
Starting in September of 2005, your vehicle will receive a new, high-tech
emissions test during its annual safety inspection.  The test is required
for 2 to 24 year oil gasoline-powered vehicles registered in Travis &
Williamson counties.  This new inspection is a key part of Central Texas'
plan to reduce air pollution and it's negative effects on our health.

What is the new emissions test?
Depending on the model year of your vehicle, it will receive one of two
tests:
  • The Two-Speed Idle Test (TSI) - for model years 1995 or older
This test measures your vehicle's emissions directly from the tailpipe with
the        engine idling at two different speeds.  A vehicle will fail the test if
excessive pollutants are detected.
  • The On-Board Diagnostics II Test (OBDII) - for models 1996 or newer
The computer built into newer vehicles provides an advanced method for
monitoring emissions system performance.  If the computer detects a
problem, it alerts the driver by illuminating a "Check Engine" symbol or similar
light on your dashboard.  The OBDII test quickly and accurately checks the
vehicle's emissions-related parts by identifying trouble codes stored in the
computer.

How much will the new test cost?
The annual safety inspection will continue to cost $14.50 if you are already a
resident of Texas.  However, if you are a new resident to Texas, this fee will be
$15.50.  The emissions portion will cost $16.00 for a combined total of $28.75 or
$29.75 for new residents.

What if my vehicle doesn't pass?
Repair costs will vary depending on the problem.  After making repairs, you
have 15 days to return and get one free inspection sticker from the same
inspection station that originally inspected your vehicle.
